Well, 000 is the emergency number in Australia, so yes, I would think (and certainly hope) that everyone does know to call authorities in this situation.

I can’t imagine local police completed with ethnic Russians of Australia or even the Ukraine substantially, at the top level especially. Such imported Russia-law-enforcement force would much less be trustworthy than even a recent one is, to many locals surely.
